Transport dynamics and mapping of marine litter pathways are of relevant attention today due to its imposed environmental, social, and economic threat. As such, an abundance of models inspecting ocean dynamics and particle tracking systems have populated the literature. This study couples with these existing models by defining a generalized framework called “MATT’S PATROLL: MArine liTTer’S PATh, faRe, and tOLL” that aims to seal a closed loop system for the management and control of marine litters rated as meso-particles (5–2.5 cm) using three main components: computational, socio-ecological, and economic models. The Lagrangian flow field model is applied on a time-resolved vector field of velocity, pressure, and air for modelling the spatio-temporal behavior of litters situated on the surface of the ocean from its source. The “fare” of litter describes the direct and indirect effect of meso-particles on sea and land population while waiting accumulation on shorelines and other settlements at a certain period, through probability measures of bioaccumulation, biomagnification, seafloor settling based on Bayesian analysis. On the other hand, the “toll” component presents the later ecological fate of organisms living in different oceanic zones and socio-economic costs on ecosystems in land and water, when marine litters are found to penetrate habitat and livelihood on a long-term and permanent basis. The interaction between resource systems, units, actors, and governance systems are employed in the socio-perspective and Marine Litter Valuation Model provisions in identifying the damages and losses in gross revenue from the marine sector.
