Violence and threats in schools have garnered significant attention in recent years. The City of Oslo and the Education Agency have clear goals to ensure that all students and staff have safe and supportive learning and working environments. Four years ago, a comprehensive initiative was launched to prevent and manage bullying, violence, and threats in Oslo’s schools.
This document outlines how we operate from an overarching strategy based on knowledge and mandated frameworks, through practical systems and structures, to enhancing the competence of our schools in promoting safe school environments and addressing bullying, violence, and threats. This approach is grounded in a community-oriented perspective on bullying, the Education Act, LK20, and the importance of shared attitudes and views on students and learning.

The Oslo City Council has adopted a municipal proposal that provides direction and guidelines for the municipality's work on preventing bullying, violence, and threats. Based on this proposal, the Education Agency has developed an action plan with initiatives that strengthen and enhance the school's capacity to respond effectively.
The district levels support to Ensure Effective Systems and Increased Action Competence in Schools
The Education Agency offers professional development opportunities, routines, and guidance materials that strengthen the schools’ preventive work and ensure effective management when pupils experience an unsafe school environment.
Perspectives from the Anti-bullying Ombudsman in Oslo
The Anit-bullying Ombudsman supports pupils and parents in challenging school environment cases to help protect the pupils right to a safe environment free from exclusion and bullying. The ombudsman operates independently of administrative and political leadership in the municipality. In the symposium the ombudsman from Oslo shares experiences and perspectives in the tripartite collaboration between pupils, guardians/parents, and schools.
The district level “The School environment team”
“The School environment team” provides support and guidance to schools facing particularly challenging school- and learning environment issues. This includes pedagogical guidance, legal assistance, and support for investigations, administrative procedures, and cross-sector collaboration. The team focus on promoting and maintaining a positive and safe school environment for all pupils.
